Question about Ho-oh

What do i need to do to be able to climb the ladder at the tower where Ho-oh used to be?

You gotta go to Pewter City and talk to the old man there to get the Rainbow Wing before you can take on Ho-oh, and there's a move tutor in Ilex Forest who teaches heabutt, a field move. It can also be learned by Level Up, with Breloom as an example.

Pewter City is in the Kanto regoin. You can only get there by owning Lance and then catching/killing the wild snorlax blocking Digglet's cave in Vermillion. Then we go through it, fight off 2000 trillion digletts, come out and head north. From there, it's to the north. Cut that tree and keep heading north.
