It means at any given time, the maximum amount you can raise is however much is in the pot. For example, if there are 6 players in a holdem game with blinds of $1/2, the first player to raise could only do so to $6 (twice the small and big blind.) The next raiser could raise as little another $3 or as much as another $6, etc.
