Congressional Quarterly examined reports for seven families of crime: murder, robbery, ****, aggravated assault, burglary, theftbylarceny, and theft of a typical vehicle.
"People are most likely searching other techniques to become money in this economy," says Union County resident Vanessa Summers. "I guess it's probably just a little worse than it was."
Congressional Quarterly has examined crime statistics for 350 cities.
Its ranking method concludes Knoxville is safer than New Orleans (1), Memphis (14) or Atlanta (16), even though not as safe as Nashville (53), Chattanooga (58) or Kentucky's two large metro areas, Louisvvile (135) and Lexington (198)
"Tennessee counts every offense committed using a criminal incident, for a separate offense," Chief Owen says.
"We're calculating a rate per capita dependant upon the population, " says Congressional Quarterly Press spokesman Ben Krasney.
"You can be at just how that rate comes close to our next town over, as well as a city in another state."
Knoxville Police Chief Sterling Owen IV questions the study's accuracy, for the way the crimes are reported.

"For instance, when you have someone that assaults anybody, following breaks to car and steals somethingthat is three crimes rather than most serious (assault) being reported."
