Name, This is the name of your character, not you. Your character can be any name you want.

In which case,Martin Willard is cool. Unless it surfaces that this is his real name, it's legit.

Age, Age of your CHARACTER, not you. Age should be 10-15

12 is in 10-15, and an old hag is cool

Gender: It's fine.

I should hope so.

Personality: The personality of your CHARACTER  not you.

Sad most of the time is an anime cliche, not him...

Background: The background of your character, not you. ex. Leon(my player) is a Gym leader's brother.

Not sure what a counsil area is, but remember what BlackFlame said about being Lark's bro? Oh yes, "NO Lark's Brother"

Hometown: The hometown of your character can be  the Maize region towns, the Avalon region towns, or the Korokia region towns.

He can have an outside town if it's a mention only, and Korokia wasn't aproved yet, you need a MAP.

Pokemon starter, The pokemon your character first chose, met, etc. It can be a allowed real pokemon, or approved fakemon, none of mine though cause Volosil evo's are extremely rare pokemon. Not legendary, but Admins and me, can has one. You can if you follow the rules of the forum.
Pokenickname: what you named your starter
Poke'gender: gender of your starter.
